Set REFRESH-INTERVAL and X-PUBLISHED-TTL to 'P26W'. The previous value 'P1Y' was non-compliant with RFC 5545, as the DURATION specification does not support the 'Y' (year) designator.

Adds an ICS calendar for German daylight saving time changes, including switch dates, directions, and times. Includes unit and ICS tests for date calculation and generated events.
