Context
This PR adds a single vaclab NTP server running on metal-01, all nodes sync with this server which reduces time offsets drifts on the nodes. It also increased OTLP Collector liveness/Readiness timeout to 5s (1s was causing false-positive). Other unrelated changes are also present in this PR (DST Dashboard deployment and RLN generation duration panels).
