[PB-4449]: refactor/upload action that tracks each upload with its tasks - #2264
Each upload the user starts (any mix of folders and files) is now handled as one upload: every folder and every loose file gets its own task in the tasks list, showing its progress, success or the reason it failed.
A folder still finishes with whatever could be uploaded when some files inside it fail.
Cancelling a file stops only that file. Cancelling a folder stops everything inside it and removes the folder already created, even if it was still being created.
When the storage fills up, the user is told once, however many items fail, and nothing else waiting is uploaded.
Not used by the app yet: the next PRs add retrying what failed and move the Drive uploads onto it.

QA Passed
Testing Process
Unit tests for uploading folders and files with their own tasks, a file failing inside a folder, a folder that cannot be created, cancelling a file or a folder (also while it is being created) and the storage filling up. Typecheck, lint and the upload and tasks tests pass.

New Features
File and folder uploads now provide task progress and completion tracking, with support for cancelling individual uploads and folders.
Cancelling a folder upload removes it if it has already been created, and waits for removal to finish.
Bug Fixes
Storage-full notifications appear once when multiple files fail due to insufficient space.
Upload tasks report failures, including folder-removal failures, and clear saved upload state when applicable.
Referral tracking recovers gracefully when saved banner data is invalid.
Make the folder-creation cancel fake reject the creation promise.
The current fake does not model request cancellation. The test can pass even if folder cancellation aborts the request and loses the created-folder response. Make cancel reject the pending promise. The existing fix that does not cancel folder creation remains compatible with this mock.

Update the fakeFolderCreationTaking test helper so its cancel method rejects the
pending folder-creation promise, while its delayed resolution behavior remains
intact. Keep the cancellation test exercising recovery of the created-folder
response and cleanup without changing production behavior.

`UploadManager` flow that calls `createFolder` or `createFolderByUuid`; let
`createdFolderPromise` finish so `cancelRootFolder` can receive the response and
remove the created folder. Preserve the existing cancellation checks that
prevent folder contents from being queued.

If any of these calls throws (onItemUploaded, trackFileUpload or logNetworkInfoForUpload), the rest of onItemSucceeded is skipped. A file task then stays in process, and a root folder never gets Success nor createdFolder, so cancelling it later doesn't remove it. trackFileUpload can actually throw if the banner state in localStorage is corrupt (JSON.parse without a try). I'd update the task and createdFolder first and leave these calls at the end, each in its own try/catch.

removeRootFolder isn't awaited, so run() resolves before the folder is deleted. And if the delete fails, the folder (and any file that finished in the meantime) stays in the user's Drive, while the task shows cancelled and the error only goes to reportError. What about awaiting these deletes in run() and showing an error on the task when it fails?

Since the request canceler is no longer used, cancelling a folder can't stop its creation. The SDK's axios has no timeout, so if that request hangs, run() never resolves and the other folders of the same upload never get Success. Shall we add a timeout to the folder creation, or keep the canceler for that case?

Agreed it can hang, but it isn't new: master has no timeout on folder creation either. A timeout that drops the request is risky: the server may still create the folder, leaving it orphaned, or the retry gets a 409.
We can add a follow-up when we cancel the request and look in the folder parent if the folder is , actually, created so we can use it instead of trying to create another one.

What about moving the helpers about the item tree to their own file, something like uploadItems.ts? createFileItem and createFolderItem live in UploadManager.ts but are used by Upload.ts too, and getTopLevelItem walks the parents the same way as getItemAndItsFolders in the manager, so it could just reuse it. countItemsIn, getParentFolderUuid and isFolderItem could go there as well. I'd keep isTaskStopped and createItemsToUpload here, since they are only about this class.

Unverified finding
Verification ran but could not confirm this finding. It is shown for review, not as a verified issue.
Replace the fixed 600 ms sleep with a deterministic wait.
The test sleeps 600 ms to show that run() stays pending. This slows the suite. The sleep also only exceeds the 500 ms fake upload delay by a small margin. Use fake timers, or flush the pending upload with vi.advanceTimersByTimeAsync.
