[PB-7048]: feat/filter the photos by month - #2283
The Photos page now finds the months with photos of each device and offers them in a second filter ("All dates"), newest first and named in the user's language. Choosing a device only offers the months with photos on that device; if the chosen month has no photos on the newly chosen device, the filter goes back to all dates. Devices and months load together, so the page has a single loading placeholder and a single error state with retry, and shows the empty state when no device has photos yet.
Unit tests have been written or updated as necessary.
The code adheres to the repository's coding standards.
Relevant documentation has been added or updated.
No new warnings or errors have been introduced.
SonarCloud issues have been reviewed and addressed.
QA Passed
Testing Process
Unit tests cover reading the months of a device (newest first, ignoring folders that are not a year or a month, paged folders), the months offered for all devices and for a chosen device, falling back to all dates, the empty state and retrying a failed load.
Additional Notes
The photos of the chosen month come in a later PR; the page is still not linked from the sidebar.

New Features
Added date-based filtering to the Photos view, with months displayed newest first. Selecting a device limits the available months to those containing its photos.
Added an “All dates” filter option, with labels available in English, German, Spanish, French, Italian, Portuguese, Russian, Simplified Chinese, and Traditional Chinese.
The Photos view now loads month folders for photo devices, offers device and date filters, and displays an empty state based on available months. New translations and tests cover the date filter and month-loading behavior.
The month data contract and folder service produce descending month entries for each device. The service follows folder-listing cursors, and tests cover ordering and folder-name filtering.
usePhotoLibrary loads devices and their months, with loading, error, and retry states. PhotosView uses the loaded data, and PhotosLibrary displays the empty state when no months are available.

The filter state derives available months for the selected device and sorts them newest first. The view renders translated date options, and tests cover month selection, filtering, empty results, and retry.
internxt/drive-web#2282: Adds the device filter and reusable filter menu used by the month filter.
internxt/drive-web#2278: Adds photo device loading and the empty state that this change replaces and updates.

The app sets the dayjs locale on language changes. The Photos test only checks English labels, so it does not cover the filter’s localized output. Add a test that changes to a non-English language and checks the month label.

Add a test for the month-label behavior in the Photos filter that switches the
app to a non-English language and verifies the label is localized. Preserve the
existing English-label test and use the project’s established language-change
and locale setup.

Clear the month when it becomes unavailable.
The hook returns null but keeps the old month in state. If the user switches back to a device with that month, the month appears selected again. Clear the stored month when it becomes unavailable, while keeping it when the new device has that month. Add a test that switches back.

Ignore results from stale library loads.
In development, Strict Mode starts two loads. If the earlier load finishes last, it can replace the newer result with stale data or an error. Track the current load and invalidate pending results during effect cleanup.
