[_]: fix/stop folder uploads from hanging by capping concurrent upload worker - #2293
Folder uploads could stay stuck forever at a fixed percentage (e.g. 67% or 99%) with no further requests or logs.
The cause was the number of files uploading at the same time: a folder upload could run up to 36 file uploads in parallel, and each one loads several WebAssembly hashers. The browser only fits a limited number of them per tab, so some uploads failed with Out of memory: Cannot allocate Wasm memory for new instance and never reported back, leaving the folder waiting.
Now no more than 6 files upload at the same time across the whole app; the rest wait their turn. Folder uploads no longer run out of memory and finish as expected.

QA Passed
Testing Process
Upload a folder with several subfolders and many small files (e.g. 8 subfolders with 25 files each).
Check that the folder upload always finishes.
If a file gets stuck, it is retried after about 2 minutes instead of keeping the folder waiting forever.

New Features
File uploads are now limited to a set number of simultaneous uploads. Additional uploads start as active uploads finish, including when an upload fails or is cancelled.
You can cancel an upload while it is waiting or request cancellation after it has started.
No actionable comments were generated in the recent review.
Walkthrough
The change adds a promise-based concurrency limiter and applies it to file uploads. Network.uploadFile queues work, creates a worker when a slot is available, and handles abort requests for queued or running uploads. Tests cover limiter scheduling and upload behavior.
createConcurrencyLimiter limits active tasks and starts queued tasks as slots become free. Tests cover task ordering, abort behavior, slot release, and error propagation.
Network.uploadFile uses a shared limiter and creates workers when tasks start. Tests cover the worker limit, queued uploads after success or failure, worker crashes, and cancellation.
internxt/drive-web#2199: Adds MAX_CONCURRENT_UPLOADS, which this change uses to cap active upload workers.
Merge Risk: Moderate · up to 076f5
Uploads can still become stuck if six workers stop responding. Add main-thread recovery or explicitly accept that risk before merging.

Terminate the worker when the upload settles.
The message handlers terminate the worker, but the error event listener only rejects workerUpload. After an uncaught runtime error, the worker can remain alive while the limiter starts another upload. Repeated errors can leave more than six live workers and retain their memory.

If a worker stops processing events, its upload promise can remain pending, even after cancellation. The PUT watchdog runs in that worker and cannot recover it. Six such workers can block all subsequent network uploads. Detect an unresponsive worker from the main thread, terminate it, and reject the upload so retries can run. Preserve intentional pauses.

Settle queued uploads when they are aborted
When all shared upload slots are occupied, aborting a queued upload leaves its promise pending until the queue gives it a slot. This can prevent its upload manager or folder operation from completing, even though the task is marked cancelled. If the running uploads do not settle, the wait can be indefinite.
Reject queued uploads on abort and prevent their queued tasks from starting later. Preserve worker cancellation for uploads that have started.

A paused upload keeps its slot, since the worker waits in waitForContinueUploadSignal and never settles. The pause key is the folder task, so pausing a folder with 6 files in progress takes all the slots, and every other upload in the app waits until it's resumed: other folders, single files and the replace from the name collision dialog. On master pausing a folder only stops that folder.
I checked it with a test: 6 uploads of a paused folder and a 7th from another folder, which never gets a worker (on master it does)

Nothing frees a slot if a worker stops answering.
The stall watchdog only covers the PUT, not the hashing/encryption or the SDK start/finish calls. Before, a stuck worker only blocked its own file. Now 6 of them block every upload until the page is reloaded, which is the same bug but for the whole app.
In a test with 6 silent workers, the 7th upload still hadn't started after 30 simulated minutes.
I'd keep the inactivity timeout from the first commit (terminate the worker and reject) together with the cap

This one isn't really from this PR (master already has it), but with the cap it matters more. createWorkerMessageHandlerPromise handles the worker error event with reject only, without terminating the worker. So when it fires, the slot is freed and a new worker starts while the old one keeps its memory. In a test, one error left 7 live workers with a limit of 6
