[V] Pin the repository hygiene caller in itpplasma/code to the public, auth-free workflow and identity validator in itpplasma/.github at 04da3fc73d9ead713b93700de7bbf54049b5ac3e. Both workflow source and checker input use this exact revision. Both author and committer must resolve to GitHub accounts for every PR commit, or be documented under identities: in the tracked .repo-hygiene-allow. Local identity overrides warn without blocking.
[V] The shared checker passes ten focused behavioral tests and live GitHub identity/blob/secret validation. The current default branch was merged before publication and the staged diff passes git diff --check. [H] Existing native CI and the real consumer hygiene check must pass before the normal squash/merge-queue route. No numerical source changed.
