Declares Rust 1.98 as the workspace MSRV and pins rustup to 1.98.0. Pins Linux and Windows CI to the same compiler, adds explicit check and Clippy coverage for the libtorrent, librqbit, and native FFI paths, and adds a bounded five-cycle Windows shutdown regression test for the Rust 1.98 Fiber Local Storage change. Updates source-build documentation. Local verification passed formatting, metadata validation, 58 enginefs librqbit tests, enginefs Clippy with warnings denied, and checks for settings-gui, stremio-runtime-stub, and updater-helper. The new Windows CI lane is the authoritative server/native-FFI gate.
