Switch ranking updates to once daily at US Pacific midnight - #18

Drop the Beijing 00:00 production cron so the list refreshes once a day at America/Los_Angeles midnight (PDT/PST via the existing schedule guard). Public README copy only says the list is updated daily; exact clocks stay in operator docs. Historical cn-0000 snapshots are kept. Co-authored-by: PaintingCoder <jammyfu@users.noreply.github.com>

Production ranking updates now run once a day at America/Los_Angeles midnight, not twice (Beijing 00:00 + Los Angeles 00:00).
GitHub cron is still UTC-only, so both
0 7 * * *(PDT) and0 8 * * *(PST) stay;tools/schedule_guard.pylets exactly one through. Scheduled runs always writept-0000.
