Add CI validation workflows

Summary

• add a CI workflow for composer validation and PHP syntax checking
• keep Docker publishing in a dedicated publish workflow
• update GitHub Actions to current major versions

Verification

• reviewed workflow YAML locally
• could not run PHP/composer locally in this environment
