chore(project): adopt Specification 1 - #1

Bind the public immutable Project Manifest Release 1 and its separate bootstrap, declare the native verification wrapper, and add offline declaration checks and regressions to make verify. Preserve the Bash/POSIX learner runtime and optional ShellCheck behavior. Prepare the verify workflow with explicit Python and checksum-pinned ephemeral Git. Record local qualification separately from hosted, adoption and runtime acceptance. Local focused 23 tests and the no-argument native gate passed; the final documentation-only closeout passed its scoped checks.
Disable checkout credential persistence before the offline declaration reader observes the repository. Release 1 intentionally refuses includeIf config; checkout v6 otherwise leaves its credential includes behind for verification. Add an owned-repository regression proving those includes remain refused, the observer leaves config unchanged, and an ordinary revision observation works before and after removal within the fixture. Keep the release and consumer unchanged. The 24-test focused suite and native gate pass locally.
Scope SC2120 to lesson(), whose directory parameter intentionally defaults to SANDBOX for every built-in caller. Add explanatory comments only, preserving all executable learner code and the existing optional ShellCheck gate. The required native gate passes locally, including all 24 regressions and ShellCheck. The preceding hosted runs passed revision declaration validation and the 24 tests before reporting this warning.

Adopt Project Manifest Specification 1 with a byte-pinned public Release 1, separate bootstrap and one repo-owned verification wrapper.
make verifynow checks the declaration and its regressions before the existing static, optional ShellCheck and smoke checks. The learner runtime remains Bash/POSIX.Add a
verifyworkflow for every push and pull request. Its ephemeral Ubuntu runner prepares Python 3.13.16 and checksum-pinned Git 2.56.0, then verifies the exact commit declaration alongside the native gate. Checkout does not retain credentials because the released reader refuses Git config includes. A function-scoped lint annotation documents the intentionally optional lesson directory argument without changing executable tutor code.Validation: 24 focused regression tests and the required native gates passed locally. The latest completed hosted runs passed actual revision declaration validation and all 24 tests, then exposed the documented optional-argument lint warning; final-head hosted qualification is pending. Earlier failed runs remain preserved. This change does not establish branch enforcement, producer admission or runtime acceptance.
