Re-vendors plugins/allium from juxt/allium@v3.12.0.
3.12 adds a witness phase to the loop. It runs at the convergence gate in its own subagent and rebuilds the result from ground truth the run cannot fake. The loop converges only when the witness passes.
Ref bumped in scripts/allium-ref.txt. Payload synced with scripts/sync-allium.sh. sync --check passes.
