Re-vendors plugins/allium from juxt/allium@v3.13.0.
3.13 makes every loop phase hand back a typed JSON record instead of prose, so the loop routes and checks convergence on fields rather than a paragraph.
Ref bumped in scripts/allium-ref.txt. Payload synced with scripts/sync-allium.sh. sync --check passes.
