Re-vendors plugins/allium from juxt/allium@v3.15.0.
3.15 adds the fan-out reduce step (assemble the fanned-out specs, cross-check the seams with allium analyse, reconcile and witness the whole) and hardens the loop-trace hook against symlink writes.
Ref bumped in scripts/allium-ref.txt. Payload synced with scripts/sync-allium.sh. sync --check passes.
