this reverts commit 42178ee - ubuntu 22.04 hopefully fixes problem with linking boost, as we are now building using lwoer version
add MSVC preset for Windows CI — Ninja was picking up MinGW instead of MSVC, causing Boost detection to fail. New preset inherits ProductionWithBindings but uses the Visual Studio 17 2022 generator which always uses MSVC. CI updated to use this preset with --config Release.

there were incompatible errors for system installed cgal and boost 1.87.0
