- Replace hand-rolled fetch client with the keymint SDK (header transport for key lookup, typed responses, thrown API errors) - Add env-gated smoke test (create/get/activate/deactivate/update/ block/unblock + cleanup) and CI (build on PRs, smoke on main/dispatch)

Deletes the vendored REST client (which sent license keys in query strings and had no error handling) in favor of keymint@1.5.0. Same exported helpers, same route behavior. Adds an env-gated smoke test and CI (build on PRs, live smoke on main/dispatch).
