Overview
Bumps js-yaml to ^4.3.1 in cron_service, packages_worker, and security_best_practices_worker, with pnpm-lock.yaml refreshed so consumers resolve 4.3.1 instead of 4.1.x.

No application source changes—only dependency declarations and lockfile entries. Workers that parse YAML (e.g. OpenStack repo groups, security contacts / Security Insights, security best practices activities) pick up 4.3.x hardening such as limits on YAML merge processing and fixes for !!omap duplicate-key performance.

The lockfile diff also includes unrelated transitive version/metadata updates from the install graph, not separate intentional upgrades in this PR.
