Require a trusted Windows Authenticode signature from the approved certificate, matching SHA-256 and matching provenance before a version-tag build can publish. Current v0.3.1 NSIS output is intentionally unsigned, so this gate remains closed until a code-signing certificate and signing step are supplied. Branch dispatch builds continue as dry runs.
