Summary

• make LayerZero action intent persistence nonce-safe and transaction-aware
• make Hyperlane observation resilient to transient RPC resets while preserving mined-block fallback evidence
• strengthen TRACE preflight validation and Besu historical trace retention
• treat receipt polling timeouts as resumable and stop campaigns when protocol writers fail
• add and update unit/runbook coverage for these lifecycle and durability paths
