Allow FileEncrypt and FileDecrypt to use streams

Right now FileEncrypt and FileDecrypt buffer the entire data into memory. Update the commands to use streams to handle the data rather than buffering all of the data into memory. This way VERY large files can be encrypted and decrypted.
