Summary

Allow release-candidate base_commit to start a hotfix of the latest v* tag, not only a commit that is already an ancestor of the default branch.

Settlement leaves the tag off trunk (version bump + dated changelog). That is why mega-reth v2.2.1 (7d0dbf3) is refused today even though its parent is on develop.

Two flows stay as they are:

  • No base_commit: candidate PR against the default branch, then cut creates release-vX.Y.Z.
  • With base_commit: cut release-vX.Y.Z at that commit first, then the candidate PR targets that branch.

What changed

  • Guard accepts a commit on the closed interval [merge-base(latest v* tag, default branch), latest v* tag].
  • Side branches that never hit trunk or the current release line are still refused (same error string).
  • Older-than-latest release lines stay refused: version must still beat the newest v* tag, and those commits are outside the window.

Test plan

  • actions-test.yml: latest tag v1.0.0 is an allowed base_commit; unreachable side commit and nonsense SHA still refused
  • generated action README still matches action_docs.py --check

Settlement leaves v* tags off trunk, so a patch of the current
release could not be named as base_commit. Accept commits on the
latest release line; keep refusing unrelated side branches.
