chore: Bump pnpm to 12.8.1 and keep a single-document lockfile - #300

Set pmOnFail: ignore so pnpm does not prepend its environment document to pnpm-lock.yaml, which GitHub's dependency graph would read in place of the real dependencies (dependabot/dependabot-core#15904).

Without it, pnpm 12 puts an environment document (packageManagerDependencies) first in the lockfile. GitHub's dependency graph reads only that first document, so it would see just pnpm itself and auto-close existing alerts (dependabot/dependabot-core#15904).
