Improve visibility of atlas status-note badges

• Makes the two STATUS: SEE NOTE badges larger, bold, Microsoft blue, and places each on its own row so they no longer overlap nearby titles or body text.
• Does not change badge wording, status meaning, note anchors, product facts, source content, or API catalog content.
• Bumps the atlas metadata and changelog to version 1.2.2 while preserving the table-header fix from Fix overlapping headers in scrollable atlas tables #543.

Validation

• npm run check --prefix tools\catalog-build passed for 33 resources and all workflow tests.
• Frozen atlas artifact verified at 199867 bytes with SHA-256 7DB4657E9E0AB522E53383D70AC8AAF8F41AD17ABA24B316EA3C5081113D8210.
• Verified 12 SVG diagrams, 18 API catalog rows, 36 sources, 88 unique IDs, and valid embedded JavaScript syntax.
