What's in this Pull Request?

• Aligns connected-platform registry sync labels and status notes with the public Microsoft Learn guidance that documents Registry sync (preview) for connected agent platforms such as Google Vertex AI and Amazon Bedrock. The source was checked on September 16, 2026: https://learn.microsoft.com/microsoft-agent-365/developer/choose-integration-option
• Replaces the verbose status comparison with a concise public citation while preserving existing capability boundaries, provider controls, manual synchronization guidance, Agent Map and CLI caveats, and the statement that registry sync does not host or deploy agent code.
• Bumps the Agent 365 Lifecycle Atlas from version 1.2.2 to 1.2.3 and records the correction in the changelog. The original publication date, author credit, support statement, licenses, endpoint catalog, diagrams, and existing badge/header improvements remain intact.

Validation

• npm run check --prefix tools\catalog-build passed for 33 resources and all catalog workflow tests.
• index.html: 198,886 bytes; SHA-256 E41647699211EF601B26D302818C8185A82BC36D47D66926A6F79FD531D751BD.
• Verified 12 SVG diagrams, 18 catalog API rows, 36 bibliography sources, 88 unique IDs, valid inline JavaScript, and no missing fragment targets.
• Changed only index.html, README.md, and CHANGELOG.md in copilot-agent-strategy/agent-365-lifecycle-atlas/.
