Changelog for the QCoDeS 0.62.0 release.

The changelog was generated with towncrier build --version 0.62.0 from the 9 pending newsfragments (#8577, #8580, #8581, #8626, #8644 and #8647). This PR adds 0.62.0 to docs/changes/index.rst and removes the consumed newsfragments.

All non-dependabot PRs merged since v0.61.0 have been checked. #8616 was already released in 0.61.1. #8612, #8643 and #8659 are internal (typing, lint and CI) changes without newsfragments, so they are not listed.

Validation:

• pre-commit run --all-files: passed.
• Local docs build in docs/ with sphinx-build -M html . _build -W --keep-going -j auto -D nbsphinx_execute=never (equivalent to make htmlfast with warnings as errors): the 0.62.0 changelog and the changelog index render correctly, the :pr:, :func: and :pep: references resolve, and no warnings come from docs/changes. The local build did report 68 "more than one target found for cross-reference" warnings from API docstrings. These are caused by the Sphinx 9.1.0 version resolved locally: CI pins Sphinx 8.2.3, and the docs workflow passes on main at the same base commit.

Once this is merged, release/v0.62.x will be created from main and v0.62.0 released from it, following the release instructions.
