This PR adds a broker-wide IPv4 UDP port namespace shared across sessions, using bounded broker-owned queues for guest-to-guest datagrams and lazily created native endpoints for authorized external traffic. It preserves stable guest source identities, implements connected and unconnected datagram semantics with peer filtering and readiness, error, and shutdown handling, hardens shared socket reactor outcomes, and moves the UDP implementation and platform tests into dedicated modules.
