This PR will stay as a draft for now and is a living work in progress.
It is used to guide discussion on a new architecture for how we aim to share CI throughout open and closed source.
The main goal is to use as much of the existing stuart commands and its existing infrastructure. But, the other big thing is to reduce duplicating a lot of the YAML logic between ADO and Github. This is done by reducing them to python scripts that invoke the relevant stuart commands, and the YAML serve as simple orchestrators --> this follows very similar to the problem flowey solves in openvmm.
