Summary
main is getting a ruleset that requires a pull request. Rulesets cannot exempt the workflow token on this plan, so translation-status and preview-fixtures would stop being able to push their commits to main.
Both workflows now check out with the MAIN_PUSH_KEY deploy key, which the ruleset exempts. Their behavior is unchanged. Commits pushed with the key trigger other workflows, so CI now also runs on these bot commits. translation-status retriggers itself once on its own commit and stops, because the second run finds nothing to update.
