Updates Moodle developer release notes to replace the generic “security issues were resolved” placeholder with the published Moodle Security Announcement (MSA) links for the relevant patch releases.

- Replaces the generic “Security fixes” placeholder text with a concrete list of MSA-26-0012 through MSA-26-0029 links.
- Adds scoped
