Add reference hovers for HeyVL keywords, operators, types, and annotations, with formal definitions and documentation links.
Include explanations of procedure specifications and Boolean embeddings.
Use the syntax-highlighting grammar so hovers work in incomplete and unsaved files without a running Caesar server.
Also fix token boundaries and comment handling in the grammar.
Implementation assisted by Codex.
