Add portable RustiQ scientific artifact containers

Implement PR A of #79: create and reopen self-describing .rustiq ZIP/ZIP64 artifacts through the typed Rust persistence API.

• Add a versioned resolved calculation snapshot and documented JSON schema.
• Preserve lazy ERI access, validate archive structure and payload integrity, and publish atomically without overwriting existing files.
• Add Rust/Python interoperability, malformed-input coverage, and ZIP64 tests. Existing CLI and directory-cache workflows remain unchanged.

Validation passed:

• cargo fmt --all -- --check
• cargo clippy --workspace --all-targets --all-features -- -D warnings
• cargo test --workspace --all-targets --all-features
• cargo test --workspace --all-targets --no-default-features
• uv run --locked pytest tools/reference — 22 passed
• Final Python interoperability checks — 5 passed
