Renames the project from lochy to loch to match the ness-dev/loch repo.

  • Package lochy/ → loch/, console script lochy → loch
  • Env vars: LOCH_STORE, LOCH_S3_ENDPOINT, LOCH_S3_REGION
  • Default store is now ~/.loch/store
  • README, CLAUDE.md, release workflow and release.sh updated, links point at ness-dev/loch

Breaking for anyone already using it: the old command name, env vars and default store path no longer work. Nothing is released yet, so no migration is included.

These two commits are cherry-picked from loch-format-v1, so the rename can merge without the format v1 work. That branch drops them as duplicates when it rebases.

Verified: ruff, ruff format, mypy, and pytest (135 passed).

The package, console script, env vars (LOCH_STORE, LOCH_S3_ENDPOINT,
LOCH_S3_REGION) and default store (~/.loch/store) are now loch. The
GitHub repo is still ness-dev/lochy, so release URLs keep that slug.

The rename dropped them without a shim, and both leftovers fail
silently: a stale LOCHY_STORE sends save to the local default, and an
unmoved ~/.lochy makes list --remote come back empty.
