actions/upload-artifact@v3 is deprecated, goto v4
Root logger calls were updated to use the correct logger instance instead of the root logger. Type annotations were added to function signatures and variable declarations for better type checking and code clarity.
Remove EOL 3.8 and 3.9, add 3.12, 3.13 and 3.14.
Only use pyproject.toml for package metadata. Remove setup.py, setup.cfg, and requirements.txt.
