What the code does (code read of objectstack `main` `e250d8f8`, not reproduced)

packages/cloud-connection/src/marketplace-install-local-plugin.ts, the install handler:

Step 3 awaits manifestService.register(manifest). In the catch:
- an inline (file-import) manifest fails the install with 422 PLUGIN_REGISTER_FAILED;
- a cloud-fetched manifest only logs hot-register failed for … (will load on next restart) and falls through. The comment calls this path "lenient for backwards compatibility".
The install then persists the ledger entry, runs syncSchemas, binds handlers, runs side effects and announces the hot install.
It answers 200 with data.hotLoaded: true, a literal. Nothing records whether step 3 succeeded.

So on the lenient path the answer says the package is loaded in the running kernel when it is not. It will load on the next restart.

Who reads it

objectui's package page reads a successful install-local answer as "the app should now appear" (marketplace.install.localSuccess), and refreshes the app list over a kernel that lacks the app. The operator sees success and no app until the runtime restarts.
