packages/metadata/src/serializers/typescript-serializer-annotation.test.ts is a ruled exception to the 10-second per-file budget (#22998; ruling E item 3 on #22949), for as long as it compiles in one program and keeps all three checks (type equality, zero diagnostics on a valid body, exactly TS2353 on an undeclared key, with the Book control). The refresh lane reads it as ruled and files no card for it.

The speed-up landed as PR test(metadata): tsc-CLI parse parity for the annotation type-check, and the file recorded as a ruled per-file budget exception #23296 (026391d5d8), +6 / −2, under Part of #23182 (row 3).
