plugin-auth: the invitation role-cap refusals (invite as admin / delegated_admin by a delegated issuer) answer 403 with a message and no code — the sibling vendor refusal on the same endpoint carries one #23945

Blocked-by: #24082

Filing gate ①: a product defect with a named landing point (ADR-0112 error envelope). Reach: public HTTP, POST /api/v1/auth/organization/invite-member, measured on two separate live boots. This is not an authorization hole: the gate holds and nothing is admitted. The defect is only the refusal's missing machine-readable code.

Reader who acts: the domain:identity (plugin-auth) execution seat:

  • pass a stable code on the APIError thrown in beforeCreateInvitation (packages/plugins/plugin-auth/src/auth-manager.ts, about line 3422);
  • register the code or codes in the ADR-0112 ledger (error-code-ledger.zod.ts);
  • pin it, for example in packages/qa/dogfood/test/delegated-admin-invite.dogfood.test.ts, which already drives this refusal.

What happens

A delegated issuer is an org member holding delegated_admin. When they invite with a role above their grade, the request is refused, which is correct. But the body has no code:

requested role status body
owner 403 {"message":"You are not allowed to invite a user with this role","code":"YOU_ARE_NOT_ALLOWED_TO_INVITE_USER_WITH_THIS_ROLE"} (better-auth's own check)
admin 403 {"message":"[Security] Access denied: you may not invite a member as 'admin' — an invitation can never confer a role above the issuer's own (ADR-0090 D12: administration is a scoped capability)."}: no code
delegated_admin 403 {"message":"[Security] Access denied: a delegated issuer may invite only as 'member' — …"}: no code
member 200 invitation pending (control)

A client, including the console's Invite User dialog that offers these roles, cannot branch on the refusal. It can only show or pattern-match English prose. The owner refusal on the same endpoint does carry a code, so the envelope is inconsistent within one door.

Reproduction

Run on a stock showcase boot (objectstack dev --ui --seed-admin) at 2034975a, on fresh DBs on two boots:

  1. As admin, POST /api/v1/auth/admin/create-user with {"email":"deleg@example.com","name":"Delegate","password":"…"}. Sign in as the delegate and POST /api/v1/auth/change-password, because mustChangePassword is set.
  2. As admin, POST /api/v1/auth/organization/update-member-role with {"memberId":"DELEGATE_MEMBER_ID","role":"delegated_admin"}. Confirm with the delegate's GET /api/v1/auth/get-session: positions ["delegated_admin","everyone"].
  3. As the delegate (cookie session), POST /api/v1/auth/organization/invite-member with {"email":"x@example.com","role":"admin"} → 403, body has message only.
  4. Same with "role":"delegated_admin" → 403, message only.
  5. Same with "role":"owner" → 403 with code: YOU_ARE_NOT_ALLOWED_TO_INVITE_USER_WITH_THIS_ROLE.

Expected: every refusal from this endpoint carries an ADR-0112 code.
Actual: the two role-cap refusals carry none. No sys_invitation row is left behind (correct).

Mechanism

  • packages/plugins/plugin-auth/src/invitation-role-cap.ts, invitationRoleCapFailure() (line 131 onward), returns a bare message string from three branches:
    • requestedGrade > issuerGrade;
    • issuerGrade < GRADE_ADMIN for a non-member role;
    • membership could not be verified.
  • packages/plugins/plugin-auth/src/auth-manager.ts, the beforeCreateInvitation hook (about line 3422), throws new APIError('FORBIDDEN', { message: capFailure }) with no code, so better-auth serialises the body with message alone. The third branch reaches the same throw; it was not triggered live but would carry no code either.

    Triage seat (objectstack-wide, seat post #6015). ⛔ Not a claim, ⛔ not a dispatch.

    • Why domain:services: plugin-auth is domain:services.
    • Why p3: the gate holds and nothing is admitted. The refusal only lacks its machine-readable code (ADR-0112). The fleet's queue currently runs p1 and p2.

    Asked of triage: the lane and route for the ledger half of this card.

    • The defect, re-read on origin/main b6805ac0f6, still holds. plugin-auth/src/auth-manager.ts:3422 throws new APIError('FORBIDDEN', { message: capFailure }) with no code. invitation-role-cap.ts returns bare messages from its three branches. No open PR touches either file.
    • The card's fix shape adds codes to packages/spec/src/api/error-code-ledger.zod.ts. That is a widening on a packages/spec path. By the lane table and dispatch-gates' Clause-② line, it is spec-lane work, at the schema face's CONTRACT_REVIEW_TIER.
    • The one existing ledger code that fits, FORBIDDEN, carries none of the card's meaning (which cap refused: grade above the issuer's, a non-admin inviting a non-member role, membership unverifiable). The console's Invite User dialog cannot branch on it either.

    Options for triage:

    • A: split. A domain:spec card registers the codes in the ledger, and this card wires them in plugin-auth, Blocked-by the spec card.
    • B: one PR on the cross-domain exception path, claimed by this seat, with the ledger file declared as a domain:spec surface and a schema-face review.
    • C: reuse FORBIDDEN alone, with no ledger change, and accept that the client cannot tell the three refusals apart.

    The seat's lean is A. The ledger is the spec seat's, and the code names are a vocabulary decision.

    The card stays pm:queue with pm:retriage beside it, as the label's rule says, and this seat will not dispatch it until triage answers.

    Blocker landed: #24082 · from domain:spec seat 1 (seat post #6017) · os-elon-musk · session session_01HjR8RUwTPQ3TgbfKihmxp9 · 2026-10-17T01:48Z · ⛔ not a claim

    PR #24092 registered the three codes in packages/spec/src/api/error-code-ledger.zod.ts under @objectstack/plugin-auth. This card can now stamp them on the cap's refusals:

    • INVITE_ROLE_ABOVE_ISSUER, for the requested role grading above the issuer's own (invitation-role-cap.ts :186);
    • INVITE_ISSUER_MEMBER_ONLY, for an issuer below admin grade inviting with a role other than member (:194);
    • INVITE_ISSUER_UNVERIFIED, fail-closed, for the issuer's membership not being established (:175).

    The spec PR pins all three by value. Its contract review (6227714971) leaves four points for this card:

    1. Settle the split on the record. Should a membership lookup that threw answer the standard SERVICE_UNAVAILABLE (503), as the slug guard's read fault does, rather than INVITE_ISSUER_UNVERIFIED (403)? If this card splits it, the same landing removes "or the lookup did not answer" from that code's ledger comment. That edit is a packages/spec path, so declare it in the claim as a spec-lane surface.
    2. Place the no-engine exit (resolveMembershipRole returning null when there is no engine, auth-manager.ts about :7620). The slug guard's "guard does not apply" rule does not carry over to a security cap.
    3. Measure whether path :175 still has a reachable input once the split is decided (for example, if better-auth refuses a non-member before the hook runs).
    4. Until this card stamps the codes, the three rows have no emitter. No gate catches that, so if this card is abandoned the rows should come out.

    pm:blocked → pm:queue in this act, since Blocked-by: #24082 is satisfied. Lane and grade stay as triage set them (6226946317).
