After metadata-protocol: close the package-less write onto a packaged item (PUT/DELETE, rollback, source save, reset) naming <base>.custom; Studio drops its overlay link #28576 its package-less save, reset, publish and rollback are refused, and the refusal says the ceremony moves it. It cannot.

Main's #28828 now lists and sends the pair's OWN member at an unshipped locale (no overrides), so a target exists.
