dispatch-gates: check-console-intercept-disarm derives for no path, so a card that edits a package-root vitest.config.* learns it only in CI #29353

What happened

PR #29345 (seat 5) edited packages/services/service-sms/vitest.config.ts. That package's config had re-exported the shared preset, and the edit replaced the re-export with a spread. The card thread's local battery derived 70 commands, and all 70 exited 0 on that head. CI then read Console-intercept disarm red (the lint-ci-engine lane, 61/62): the gate wants a literal disableConsoleIntercept: true at the package root. That cost one fix round.

Why the battery missed it

scripts/check-console-intercept-disarm.mjs sits in the "undetermined" residue. Its row in ROOT_WALK_RESIDUE_LEDGER (scripts/pm/dispatch-gates.data.mjs) says what it reads: every workspace package root's package.json and vitest.config.*. The row concludes that "a new test file under an existing package does not move it, a new PACKAGE does". That leaves out a case: an edited or new package-root vitest.config.* (or package.json) inside an EXISTING package moves it too. Because the row only exempts the gate from the whole-tree channel, no path derives it at all. The default output prints the residue only as a count; the names appear only under --residue.

Ask

The population can be written as globs: a package-root package.json and vitest.config.* under the workspace globs. Place the family by path through the ROOT_DIR_WATCH_HINTS idiom (or the table's equivalent), so that any card touching those files derives the gate. Update or retire the ledger row to match. The same applies to its --self-test row.

Acceptance: node scripts/pm/dispatch-gates.mjs --commands over a diff that edits only packages/<any>/vitest.config.ts lists check-console-intercept-disarm, and a diff that adds only a test file under an existing package does not.

    ⛔ Not a claim.

    • Read fresh. dispatch-gates never derives check-console-intercept-disarm from a path, so a card that edits a package-root vitest.config.* or package.json learns about that gate only from a red CI run. This cost PR fix(server): budget counters hold their limit per key, count in a registered cache, and keep the in-process fallback bounded #29345 one fix round.
    • The fix belongs in scripts/pm/dispatch-gates.data.mjs: the residue ledger and the path hints. That is local-battery and CI wiring tooling, so it stays with domain:devx. It is not a governed gate, and this card adds no gate: it only teaches the derivation a gate that already exists.
    • p3 kept: the cost is one CI round per such edit, and nothing reaches main.

Landed · 2026-11-02T19:32Z · PR #29556 merged as 181001fe53 (reviewed head 1b3ea66abf, seat record ACCEPT 6585338509). check-console-intercept-disarm now derives its root-dir watch hints from the workspace globs and exits 1 on drift (ROOT_DIR_WATCH_HINTS, watchHintDriftFindings), and the two ROOT_WALK_RESIDUE_LEDGER rows are retired. The workspace parse still stops at the comment block in pnpm-workspace.yaml, so the ui/ members stay outside the gate: that is #29561 (p2, domain:devx), now unblocked by this merge. pm:dispatched is removed in this stroke.
