What happens
#30054 step 1 (PR #30516) spells the return types of eight protocol.ts doors, with the public .d.ts byte-equal, so that their bodies can move to facets. Step 2, moving them, is not mechanical with the current tooling:
scripts/codemod-split-protocol.mjsrefuses to run on its own output, i.e. a file it has already split.--verify --base 48914fdc^no longer re-proves the split: 79/85 and 71/78. Facet modules have been hand-edited since then (fix(plugin-auth)!: an organization cannot require MFA while two-factor enrollment is off (#30201) #30293, fix(metadata-protocol,rest): a .custom pair's declared override is labelled in the ruled order on every /meta read #30353, fix(metadata-protocol,cli): os migrate packageless-overlays lists a package-less view container cannot_declare, and --apply never attempts it #30380, fix(metadata-protocol): duplicating a package copies a permission set that grants on an optional plugin's object not installed here #30414), and there are two extra top-level non-facet declarations.
So the eight rows stay in scripts/facade-delegation-registry.json, now with a reason that names this gap.

Give the codemod a pass that moves a single member of an already-landed facade into its existing facet module, the way #30055's --members pass does for engine.ts, and proves the public .d.ts byte-equal. Then move the eight bodies and drop their registry rows.
