The PR lane now covers only the P0 OSes that cannot be verified locally — Windows and macOS:

  • ci-pull.yml: the Linux P0 jobs (linux-gcc, linux-clang, linux-asan, linux-tsan) are removed. Linux is verified on the developer machine with the canonical trees from docs/getting-started/building.md (including the LAIGE_ASAN=ON / LAIGE_TSAN=ON instrumented trees). The label selector is now ci:windows / ci:macos (no label = the platform-independent tooling jobs only; the former ci:linux label is a no-op).
  • ci.yml (merge lane): unchanged — every merge to master still runs the full 11-job matrix (all P0 OSes, both sanitizer lanes, all tooling jobs), the "all per merge" half of the PRD §14 cadence.
  • Workflow headers updated to match; roadmap Change Log row added. No engine code change.

Verification for this PR: the PR lane runs the four always-on tooling jobs (incl. the detcheck full build + baseline check); the merge lane will run the complete matrix — including windows-msvc and both macOS jobs — when this lands on master.

- Remove the Linux P0 jobs (linux-gcc, linux-clang, linux-asan,
linux-tsan) from ci-pull.yml: Linux builds/tests are verified locally
on the developer machine (canonical trees, incl. the ASan/TSan
instrumented trees), so only the Windows and macOS P0 pipelines are
  needed in PRs (label-gated ci:windows / ci:macos; no label = tooling
  jobs only).
- ci.yml (merge lane) unchanged: every merge to master still runs the
full 11-job matrix - all P0 OSes, both sanitizer lanes, all tooling
  jobs.
- Update the cadence headers in both workflows + roadmap Change Log.
