Thank you! We might need to tweak some of test-requirements-{oldest,latest}.txt files to match expected commands supported by `pip-compile´ manager, but that's fine.

can you update this? the path should be workflows/generate_workflows_lib/src/generate_workflows_lib

Replicates renovate setup from opentelemetry-python which has been stable for the last 2 months.
