Remove OS version number from build paths - #6

Previously, libs and binaries like IOAPI were built into folders containing an OS string like `Linux6_x86_64_gfort`. However, since the kernel version ("Linux6") comes from the host kernel and not the container, this caused builds to fail when downstream users had a different kernel version than the builder image was built on.
As a concrete example, all containers in GitHub Container Registry are built on GitHub runners using Linux 6.8.0. If a user tried to build CMAQ-Adjoint on their own system running Linux 7, this would cause a build failure.
