This means we don't have to track dependencies for WRF, only dependencies for what's needed by this repo's scripts.
This was previously pulled from conda, and isn't currently available in debian repos.
When mounting the working directory under /app in the container for testing, the .venv folders gets included as well, which is dangerous since the virtual env is specific to the environment. This prevents the local .venv from clobbering the .venv built for the docker container.

Description
Important: docker-wrf #2 is merged, so this is ready to go.
This PR removes conda environment.yml and the conda-based Dockerfile which was providing runtime dependencies for conda-based openmethane/WRF binaries and binaries used by setup-wrf such as
wgrib2. Once docker-wrf #2 lands, which removes conda from that container in favour of plain debian packages, most of the conda environment in this repo will no longer be needed.The docker image is updated to use the debian trixie-based openmethane/wrf image as a base, builds wgrib2 from source (no debian package), and installs the setup-wrf python code and dependencies via
