This PR adds a daily list of all identifiable GPS trace ids, published at /store/planet/gpx_ids/identifiable.txt. It follows the same pattern as users_deleted.txt. The idea of a simple list of trace ids came from Grant in a chat with @1ec5, who brought it to openstreetmap/operations#1429.
The first idea was to publish a list of deleted traces, but that needs soft delete in the website, which is not implemented today. An easier way is to publish the whole list, so downstream apps can compare it with their own data and find which traces were deleted.
This is simpler than the other options we discussed, a change feed endpoint (openstreetmap/openstreetmap-website#7437), a replicated flag (openstreetmap/osmdbt#50) and a minutely feed (openstreetmap/operations#1429). It needs no website or schema changes, only a small script, a daily timer and a select grant on gpx_files for planetdiff.
For now it only lists identifiable traces, the same ones the tiles show today.
