📦 Sync public Scout core to 0.2.94 - #8

Overlay the public CLI, runtime, protocol, session packages, desktop command surface, baseline web, and scout-tui crate from OpenScout 0.2.94 so oscout/scout stops lagging private main. Keep public-only presentation, license, community docs, and the OIDC npm workflow. Native apps, hosted services, and Slack stay out.
Remove macOS/iOS agent specs and working notes, scrub remaining agent docs so they do not point at absent native apps, and document the overlay as a temporary migration export. Native-surface web scripts now fail closed in this repository.

Allow scout tui spawnSync sites and drop stale macOS/iOS entries that do not exist in this repository so the public fence can pass.
Public typecheck rejected the injected spawnSync stub.
The agents summary path loads a time-unbounded broker roster, not a rich activity snapshot.
Keep findFootprintFailures for the public ship-release tests instead of overlaying the private packed-file checker.

Why
oscout/scoutwas last pushed 2026-08-26 atv0.2.92. Private OpenScout is already0.2.94(CLI TUI, quota feed, mesh actions, ratatui crate). Public git was systematically stale because there was no allowlisted overlay.This is a transition copy, not the long-term “public is canonical” cutover. It keeps public source current without waiting on a perfect base-web split.
