Nothing changed for callers
A throwaway test dumped everything createPangular({}) registers, in order: 98 tools with descriptions, schemas, safety tiers and tags, 7 resources, 162 RPC functions and 26 shared states. The dump from this branch is byte-identical to the one from the original file.
Registration order is kept, because devframe builds its cacheable-function and serializable-method lists from it.
Public exports and import paths of devframe.ts are unchanged.
config.ts is untouched.
lint-baseline.json drops the devframe.ts entry. Its one existing no-useless-spread warning moves to devframe-components.ts with the code it belongs to.

Move the devframe server's setup out of devframe.ts (3,235 lines) into
focused modules: the registrars, the page registry, one module per
inspector area (components, signals, injectors, ngrx, forms, pipes,
capacitor, router, http), the self-registering inspectors and the live
resources. devframe.ts keeps the wiring, the expiry sweep and the hub
tools, at 772 lines.
Pure move: tool, resource and RPC names, descriptions, schemas,
registration order and shared states are unchanged. Public exports of
devframe.ts stay where they were. The contributing docs and skills name
the new modules.
The change extracts Devframe page management and inspector registration into area-specific modules. These modules add inspector state, RPC handlers, agent tools, and resources. Documentation describes the module layout, and the lint baseline refers to the extracted component module.
