fix(signals): green the Angular compat matrix, and the Forms writes-off note - #497
Angular next, toggleWatchSignal: 22.3.0-next publishes a new ng.toggleWatchSignal. It is declared in NgDebugApi and NG_DEBUG_FUNCTIONS as optional, with a "Present in" note because no release has it yet. The overlay doesn't call it. The generated debug API table is regenerated.
Angular next, extra resource card: on 22.3.0-next a resource runs its params function in a new Resource#name.params computed, read by extRequest. The resource folding in signal-resources.ts never joined that edge, so the Signals tab showed an extra resource 2 card. It now joins an extRequest to its own params. It still doesn't follow params into another resource, because that node runs user code. Released versions build no params node, so they fold as before. A new unit test covers the next-style graph.
Forms action bar: the note under the buttons when form writes are off showed [Input Signal: …], because the template didn't call the input. It now shows the message. The test checks the text. extension/ui is rebuilt.
Changelog lines are under ## 1.0.0, and inspectors/signals.md mentions the Angular 22.3 params folding.
Checks
Full compat suite (vitest.compat.config.ts), each installed the way compat.yml does: 12.2.17, 20.3.35, 21.2.26, 22.1.7 and 22.3.0-next.4 all pass. Before the fix, both next failures and the 12.2 failure reproduced.
pnpm test:devtools and pnpm test:panel: pass.
pnpm typecheck: 0 errors, and the NG8109/NG8117 warnings on the Forms action bar are gone.
pnpm format:check, pnpm lint (no new warnings), pnpm docs:build, pnpm commit:check: pass.
The debug API test added in #489 calls `bootstrapApplication`, which
Angular publishes from 14.0, so it failed with "bootstrapApplication is
not a function" in the Angular 12.2 compat job. Gate it at 14.0, like the
other real-app tests that need a standalone bootstrap.
Angular 22.3 prereleases publish `ng.toggleWatchSignal` through their
internal global utils, so the debug API canary failed on Angular next
with an undeclared function. Add it to `NgDebugApi` as optional, with no
`@since` because no release has it yet, and to `NG_DEBUG_FUNCTIONS`.
The overlay does not call it. Regenerate the Angular debug API page.
Angular 22.3 prereleases run a resource's params function in a new
`Resource#name.params` computed, which `extRequest` reads. Resource
folding never joined an edge from `extRequest`, because that node used
to run the user's params function and may read another resource. The
new `params` node was left on its own and showed as an extra unnamed
resource card ("resource 2" in the compat test).
Join `extRequest` to its own `params`, and treat `params` as the part
that reads user code, so a resource whose params read another resource
still stays apart from it. Released versions build no `params` node and
fold as before.
The Forms action bar now reads its writes-off input as a signal. Resource grouping handles Angular 22.3 prerelease params nodes. The debug API documents and declares toggleWatchSignal. Extension UI references point to the updated JavaScript asset.

Summary
Read and verify the writes-off notice app/src/pages/forms-action-bar.ts, app/src/__tests__/forms-panels.test.ts, packages/devtools/CHANGELOG.md
The action bar invokes writesOff() instead of reading the signal input as a property. The test checks that each notice has text and excludes function and [Input Signal. The changelog records the Forms fix and the resource-grouping fix.

Resource-part edges are grouped according to their consumer and producer parts. The test checks that each params node belongs to its resource and that a second resource remains separate. The docs describe the folded resource card.

NgDebugApi declares optional toggleWatchSignal, and NG_DEBUG_FUNCTIONS includes it. The docs describe its availability and behavior. The real-app debug API test now runs only for Angular 14.0 or later.
No actionable issue is established for these changes. The reported Workers build failure should be checked through normal CI triage, but the available information does not show that this PR caused it.

Full details: Title check
Explanation
The title names two changes: the Angular compatibility matrix fix (signal resource folding and the debug API canary gating) and the Forms writes-off note. The changeset covers both, and the Angular compat work is the larger part. The title is specific and follows the conventional commit format, though the 76-character length is slightly long and the wording 'green the ... matrix' is informal.

"Workers Builds: angular-devtools" is the Cloudflare preview build. It fails on every pull request in this repository, including docs-only ones, so this PR didn't cause it. It isn't one of the repository's GitHub Actions checks, and I can't re-run it from here. No fix exists yet. The project's own checks are the ones this PR is judged on.

Main's compat matrix failed on Angular 12.2 and on Angular next. This fixes both, plus a panel bug that the typecheck warned about.
