fix: lsn monitor checks / manual ban during reload

• fix: lsn_* settings shouldn't apply to databases that don't need them, e.g., databases that don't use role = "auto" or replica lag banning. This change disables lsn check monitor for those and removes the warning from config.
• fix: manual bans should carry over to new clusters during RELOAD
