docs: prepare OINK 1.1.0 and align review fixes

Summary

Converges the documentation and real-site regression work that accompanies the
post-1.0 theme fixes and the OINK 1.1.0 candidate:

• document Redoc static-root paths, sidebar cache identity and no-JS behavior,
  Print render coordination, and the retained ScrollSpy compatibility no-op;
• scan links from every normal public HTML root, including EN/ZH Book and Case,
  with CLI-level negative tests;
• make local theme selection explicit and reuse only genuinely identical Hugo
  builds;
• remove confirmed unused site data, helper shortcodes, the empty Search route,
  stale Docsy artifacts, obsolete ccr, and unused rtlcss;
• retire completed Agent Indexes and Book publication proposals through the
  published lifecycle while preserving released contracts and dated evidence;
• document the OINK 1.1.0 taxonomy directory/head/switcher contract in English
  and Chinese, with the matching authoring guide;
• omit Docs and Blog index roots from site-wide backlinks because those pages
  are navigation surfaces rather than destinations;
• replace the unreleased 1.0.1 draft with bilingual OINK 1.1.0 release notes.

The site remains pinned to the latest published v1.0.0 tag. The 1.1.0 note is
a draft and explicitly keeps tag, Go Proxy, consumer pin, deployment, and live
verification as separate publication states.

• make check with the sibling theme
• strict EN/ZH Hugo build
• translation coverage: 127/127 pairs and 961 aligned headings
• rendered links: 327 pages, 38,797 internal links, 3,755 fragments
• Markdown outputs, offline search, root/subpath fixtures, and release-pin tests
• full Playwright browser and WCAG AA matrix

Release-preparation update: added bilingual draft notes for v1.0.1. Keep this PR unmerged until the theme tag and Go Proxy are verified; then update go.mod/hugo.yml/home release links to the published version, rerun the pinned (no replacement) suite, and only then merge/deploy.
