ci: promote guarded branch channels with actions-tagger v2.0.3 - #76
Consumers use major branches such as @v0. This change replaces the repository-only PHP channel updater and arbitrary tag/SHA manual dispatch with Actions-R-Us/actions-tagger@v2.0.3 after genuine stable release published/edited events. Major channels remain branches; latest is a moving tag. Concrete release tags remain immutable.
The verified upstream full tag v2.0.3 resolves to 330ddfac760021349fef7ff62b372f2f691c20fb, the same previously audited action bundle. Full tags remain mutable upstream; this follows the maintainer’s explicit tag policy and does not eliminate that dependency risk.
A 17-line inline selector paginates full stable tags, compares numeric version components, skips obsolete events and allows latest only for the greatest stable version globally. Obsolete events mint no App token. The explicit repository activation flag gates the channel job before environment access. Repository concurrency does not cancel a running update. The selector relies on the existing verified publisher and immutable concrete tags rather than duplicating publication validation.
Publication-only App credentials preserve the existing managed-PR author. The reusable facade retains its logical publish-app-private-key API and the publisher retains app-private-key compatibility. Environment credentials use the valid name RELEASE_CHANNEL_APP_PRIVATE_KEY; GitHub rejects hyphenated environment-secret names. The facade also forwards the canonical named secret into the nested publisher. Publication keys are paired with the selected publication ID; staged environment keys are ignored in token mode, explicit legacy App keys remain paired with their ID, and missing publication keys never borrow the legacy App key.
Remote configuration was explicitly authorized and applied on 2026-10-29 to Changelog and Code Standards using existing App 5513989, installation 176263242. Both release-channels environments contain the existing App key and public Client ID, allow main and full version tags, and require no extra reviewer. Rules restrict major-branch/latest updates and concrete-tag creation to that App; separate no-bypass rules protect major ancestry/deletion and concrete-tag immutability. Numeric channel tags are reserved. Existing main protection/checks were preserved. Changelog's publication opt-in is enabled after configuration verification. The exact rules, IDs, recovery contract and remaining authority limits are documented in docs/self-changelog.md.
Workflow deployment still requires review and merge. Code Standards PR #102 fixes its secret binding and pins the compatible provider candidate 7892d45fef7ef3453172387692f9f72b9d28b6fb, which is not a published release. Configured environments alone do not make the old workflow bindings compatible. No merge, release, workflow rerun or channel-ref update was performed for activation or testing.
Limits: full stable tags are the ordering catalog, so an unpublished newer tag may conservatively block promotion. The action lacks CAS, immediate revalidation and post-write confirmation; major/latest updates are separate requests. Pending concurrency runs can replace another pending run. Server enforcement was checked through configuration readback, without live ref-write tests. Administrators can alter rules; holders of the shared App key retain its installed repository authority. This does not eliminate supply-chain risk.
Validation:
436 isolated workflow cases and seven CI-impact tests pass; five stateful fixtures execute the actual selector and byte-exact action bundle.
Actionlint on all four affected workflows, focused ECS, contribution validation and diff checks pass.
Hosted checks for exact head 31701e9c4b55888ae522b7801f468c421b662447: 22 passed, zero failed, 11 skipped/cancelled; the new CodeRabbit review remains in progress at this checkpoint. The two prior CodeRabbit credential/gate findings are resolved. The security advisory requesting a SHA pin remains open because the maintainer explicitly chose a verified full tag; upstream tag mutability remains documented.
A disposable combined tree of this head and PR fix: acquire verified original PR heads for provenance #77 (ac05e402a8e62b3e48fe8bd393ef6aa613fb5833) passes 319 focused PHP tests / 3227 assertions, 436 workflow cases, seven impact tests and actionlint. This validates compatible contents without a local/remote merge or publication; neither PR alone supplies both fixes.
Remote readback verified all seven rulesets per repository, environment policies, public Client ID and secret metadata; main rules and channel SHAs remained unchanged. Secret values are absent from the audit record.
CPX changes are excluded from the final diff and preserved separately as a local patch. The independent missing-PR-head provenance failure in version preparation is fixed separately by PR #77. Consumers need an actually integrated provider containing both changes; the existing Code Standards candidate pin alone does not include #77.

📝 Summary
Summary by CodeRabbit
New Features
Published or edited stable releases can promote their matching major-version channel. The latest tag is updated only for the highest stable version across majors; older releases are skipped.
Publication can use separately configured App credentials and a protected environment.
Changes
Manual tag-and-SHA channel recovery and the previous PHP-based channel update workflow are no longer available.
Documentation
Updated release-channel and publication guidance, including activation requirements and recovery and consistency limitations.
The release-channel workflow now selects and promotes tags from published or edited stable-release events. Publication workflows accept separate App credentials and an environment. The PHP updater and its tests are removed, and related documentation describes the selection flow and its limits.
Reusable workflows accept publication-specific App credentials and environment settings. The repository caller passes configured values only when publication is enabled. Checks cover credential selection and forwarding.
Release-event selection and promotion .github/workflows/repository-release-channels.yml, tests/Workflow/verify.php
The workflow handles published and edited releases, compares stable tags, and conditionally creates an App token and runs actions-tagger@v2.0.3. Checks cover tag selection, token scope, and event conditions.
The PHP updater, CLI, guide, fixture, and updater tests are removed. The workflow and operational documentation describe release-event promotion, pending activation requirements, and stated recovery and consistency limits.

The release-channel promotion and publication credential routing appear workable. One documentation table states the wrong precedence between the two publication key sources, which could mislead operators during key rotation. Correct it as a quick follow-up; it does not change workflow behavior.

Replaces the repository-only PHP channel updater and its manual SHA dispatch with actions-tagger pinned to the reviewed v2.0.3 commit for published/edited stable releases. A short inline selector prevents stale releases from regressing major branches and gates the latest tag across majors. Concrete version tags remain separate and immutable; App, environment and ruleset activation still require separate approval.
⚠️Unverified finding
Verification ran but could not confirm this finding. It is shown for review, not as a verified issue.
Pin actions/create-github-app-token to a full commit SHA.
zizmor reports unpinned-uses on this line. This step receives RELEASE_CHANNEL_APP_PRIVATE_KEY. A moved or compromised v3.3.0 tag would run attacker-controlled code with the key and could mint tokens. Pin this action first. The other actions in the job also use tags, but they do not receive the key.
Update the exact uses assertion in tests/Workflow/verify.php (Lines 1065-1066) in the same change. It currently expects actions/create-github-app-token@v3.3.0.

Keep the documented environment secret name aligned with the workflows.
This section instructs maintainers to migrate to app-private-key and then remove RELEASE_CHANNEL_APP_PRIVATE_KEY. The release-channel workflow still reads secrets.RELEASE_CHANNEL_APP_PRIVATE_KEY, so channel promotion fails after the old secret is removed. Document RELEASE_CHANNEL_APP_PRIVATE_KEY as the required environment secret, or update every consumer before removing it. (raw.githubusercontent.com)
Proposed documentation fix
- the key to **`app-private-key`**, the existing publication-reusable secret name- also used by channel promotion. Stage that name before deploying reviewed code;- remove the old secret name only after the deployment is confirmed.+ the environment key to **`RELEASE_CHANNEL_APP_PRIVATE_KEY`**, which channel+ promotion consumes. The reusable workflow may accept `app-private-key` as a+ fallback input, but retain `RELEASE_CHANNEL_APP_PRIVATE_KEY` for promotion.

Security: Pin the privileged tagger action to an immutable commit
When the release-channels environment is active and a stable release is published or edited, this job mints a repository-scoped App token with Contents and Workflows write and hands it to Actions-R-Us/actions-tagger@v2. Because v2 is mutable, an attacker who compromises or controls that upstream ref can run replacement code and use the token to fast-forward v0/v1 to attacker code; this repository recommends @v0 to consumers. The selector and environment gate the trigger, not the resolved action. Pin the audited SHA (or lock the dependency); GitHub notes only a full SHA is immutable.
