ci: bump Win OpenSSL to 3.5.9 - #219

slproweb.com only hosts the latest patch release, and it has rotated from 3.5.8 to 3.5.9: Win32/Win64/Win64ARM OpenSSL-3_5_8.exe now return an HTML error page instead of the installer, so the build-postgres and build-postgres-arm jobs fail on any run that misses the cache. Bump OPENSSL_VERSION to 3_5_9, which is available for all three targets. Assisted-By: Claude

slproweb.com only hosts the latest OpenSSL patch release, and it has rotated from 3.5.8 to 3.5.9.
Win32OpenSSL-3_5_8.exe,Win64OpenSSL-3_5_8.exeandWin64ARMOpenSSL-3_5_8.exenow return a 153-bytetext/htmlerror page instead of the installer. Anybuild-postgresorbuild-postgres-armrun that misses the cache will fail at the "Install Win32/Win64 OpenSSL" step with the same failure #205 fixed for 3.5.7, and the Windowsbuild-and-testjobs that depend on those jobs will be skipped.Fix
Bump
OPENSSL_VERSIONfrom3_5_8to3_5_9. All three installers are currently served asapplication/octet-stream:Win32OpenSSL-3_5_9.exeWin64OpenSSL-3_5_9.exeWin64ARMOpenSSL-3_5_9.exeThe one env var drives every OpenSSL URL and cache key (x86, x64, ARM64), so this one-line change covers all jobs.
